CLARIFICATION OF AN INVESTMENT IN DEPOT AT SUVARNABHUMI

No.IR007/2002 May 8, 2002 Re : Clarification of an Investment in Depot Project at Suvarnabhumi Airport To : President The Stock Exchange of Thailand Reference is made to the press conference held on May 8, 2002 hosted by the Airports Authority of Thailand (AAT) concerning the cooperation in investing in the Aviation Fuel Depot Project at Suvarnabhumi Airport between Bangkok Aviation Fuel Services PLC.("BAFS") and PTT PLC. ("PTT"). The significant information of the conference can be summarized as follows: 1. PTT has planned to acquire common shares of Thai Aviation Refueling Co.,Ltd. ("TARCO") from IFCT group without any objection from other existing shareholders in TARCO namely New Bangkok International Airport Co.,Ltd. ("NBIA") and BAFS. 2. The aviation fuel depot will be constructed outside the airport boundary and BAFS has already prepared a depot location outside the airport. It is now in the process of detail design. For the investment in the construction of the aviation fuel depot, BAFS will proceed as scheduled. Whether PTT would like to participate in this project, it could be arranged in the future. 3. Fuel supplied to depot will be transported by fuel pipeline system which will be jointly operated by PTT and Thai Petroleum Pipeline Co.,Ltd. ("THAPPLINE"), PTT's affiliated company. The above conclusions will make a clear vision of the investment at Suvarnabhumi Airport which will benefit to both BAFS and PTT. For BAFS, it will benefit in terms of risk diversification in investment at Suvarnabhumi Airport. Furthermore, it is confident that the construction of the Aviation Fuel Depot Project and the Aviation Fuel Hydrant Project at Suvarnabhumi Airport will be completed within the year 2004 as scheduled by the government.
